Having been impressed with the overal protest movement calling for reduction of police budgets, I have come to realize that is not quit the answer. This article clearly hits the target. We ahve knows that functioning urban societies work best with local, community policing but that probably means more police as community servants and removal of the peudo-commandos who have been primed to kill.
At the community level we need line item control of the police budget. Remove the armor and military weapons from their budgets and move the money to retraining for service and violence descalation. One the military stuff is gone and community police boxes are back in place, then they could get more money for community servcie police.
The goal should be to disarm most police most of the time. This, of course, assumes we can get the military weapons off the street out of everyone's hands. Once the role has been changed and trust developed disarming everyone could happen.
